The UK and US have concluded a important commercial pact that will guarantee no tariffs on UK pharmaceutical exports going into the US market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has pledged to raise spending on drugs through the NHS. This pledge secures that duties on these vital products will stay at nothing for a period of the next three years.

This deal is in response to recent statements to dramatically increase import taxes on patented drug products, with potential rates floated reaching one hundred percent.

"This deal between the Britain strengthens the international landscape for innovative medicines and introduces long-overdue balance to U.S.–U.K. pharmaceutical trade," a release noted.

Commercial Impact

Medicines constitute one of the the United Kingdom's biggest export categories to the United States, which is by far the primary market for leading companies like GSK and AstraZeneca.

Trade data indicate that in the 12 months to the end of September, the UK shipped medicines totaling over eleven billion pounds to the US. This value made up 17.4% of total UK exports in that span.

"This deal secures jobs, increases investment and paves the way for the UK to emerge as a worldwide center for life sciences," the Business and Trade Secretary stated.

Detailed UK Commitments

The deal includes several key changes from the United Kingdom:

  • Price Threshold Increase: The UK will increase the price threshold at which it judges new treatments to be too expensive by 25%.
  • Increased NHS Spending: There is a aim to double total NHS spending on treatments from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage manufacturers must pay back to the NHS to prevent overspending will be restricted at fifteen percent. In the past, repayments exceeded twenty percent.

Industry Background

This agreement takes place against a ongoing row between the pharmaceutical industry and the UK government over drug pricing and approval rates.

The disagreement were intensified by claims that American consumers were paying a premium for the same drugs than consumers in the Britain and the EU.

Over the last 18 months, several large drug company projects in the UK have been halted or abandoned, while substantial expansions have been directed toward projects in the United States.

The Science Minister stated that the NHS needed to invest a greater share on medicines, noting that its budget allocation on drugs had shrunk as a percentage of its total funding over the previous ten-year period.
